What is LEADER approach?<\/h3>\n

LEADER<\/strong>\u00a0 is the EU initiative that began in 1990s.<\/p>\n

LEADER approach is a mechanism for implementation of rural development policy measures of the European Union. It is based on the implementation of\u00a0local development strategies<\/strong>\u00a0that are managed by\u00a0local action groups (LAG)<\/strong>.<\/p>\n

The approach is based on\u00a0sustainable rural development<\/strong>, which involves environmental, social and economic aspects of development in rural areas.<\/p>\n

It connects the\u00a0public, private\u00a0and civil sector<\/strong>\u00a0which have common goals and priorities, with the mobilization and transfer of rural development into their communities.<\/p>\n

In this approach, the area implies geographically homogeneous entity that shares some common characteristics, such as social cohesion, sense of common identity, common history and common needs and expectations.<\/p>\n

LEADER is different from other rural development policy because it shows us\u00a0HOW<\/strong>\u00a0to act<\/strong>, and not WHAT we should do.<\/p>\n

LEADER is based on\u00a0seven basic principles<\/strong>\u00a0that work as a guideline for local development, considering the particularity of the rural area where it was founded and for which is responsible:<\/p>\n

  • <\/i>The approach based on the characteristics of the area \u2013 any rural area has its own characteristics, resources, uniqueness and recognition on which we have to build our future.<\/li>\n
  • <\/i>Bottom-up approach \u2013 including all available forces in local communities to\u00a0contribute to the development of new\u00a0ideas and possible solutions.<\/li>\n
  • <\/i>Establishing local partnerships \u2013 connecting, establishing partnerships and developing culture\u00a0of cooperation have a crucial importance. LEADER\u0384s original idea is creation of local public \u2013 private partnerships in the form of local action groups \u2013 LAGs.<\/li>\n
  • <\/i>Innovation \u2013 the tradition is certainly the basis for sustainable rural development, but innovations are necessary to present traditional values in a new and competitive way.<\/li>\n
  • <\/i>Integrated and multisectoral approach \u2013 connecting different sectors, as well as connecting\u00a0local, regional and national institutions,\u00a0which is particularly important in achieving sustainable rural development.<\/li>\n
  • <\/i>Networking \u2013 connecting, learning best practices, transfering and exchanging of knowledge and experience are of particular importance in the implementation of LEADER principles, because in this way the individual cases create a common web development of European rural areas and provide mutual help and support.<\/li>\n
  • <\/i>Cooperation \u2013 one step foward\u00a0from networking,\u00a0important for\u00a0launching and implementing joint projects of two or more LAGs within a country, region and \/ or the European Union.<\/li>\n<\/ul>\n
